武安市明芳钢铁有限公司（二期）地块位于武安市北关街北侧，中心地理坐标为东经114.19735°，北纬36.71085°，占地面积146898.04㎡（220.37亩），地块内在产期间主要包括超细粉车间及制氧站。截止目前，超细粉车间区域堆存着在武安市明芳钢铁有限公司一期地块办公区和仓库区域开挖地基产生的土方，其余建（构）筑物已全部拆除，现场无污染痕迹。在《武安市中心城区北部重点地段控制性详细规划》中，该地块用地性质为二类居住用地、公园用地、商业设施用地。 2024年9月3日，北京万江建设工程有限公司正式开展污染修复工作。诺源智诚（河北）工程项目管理有限公司承担本工程的环境监理工作，对本项目实施过程进行环境监理。受建设单位武安市明芳钢铁有限公司委托，河北大有环美环保科技有限公司（以下简称“我单位”）承担了本工程的修复效果评估工作，同时确定效果评估检测单位为河北德普环境监测有限公司。本项目根据《武安市明芳钢铁有限公司（二期）地块土壤污染修复技术方案》中确定的目标污染物、修复范围及规定的修复工艺和技术线路完成了该地块污染土壤的修复工作，本项目总清挖土方量为1724m3，其中污染土为902m³（已全部送至水泥窑完成协同处置），清挖清洁土822m³，现堆存在地块内清洁土暂存区。经评估达到了风险评估规定的修复目标值处置要求，可根据现有的利用规划进行安全利用，建议从建设用地土壤污染风险管控和修复名录中移除。
河北金源化工股份有限公司化肥板块1#地块土壤修复效果评估报告公示

1 项目背景河北金源化工股份有限公司化肥板块原名石家庄市正定化肥厂，位于石家庄市正定县金源路1号，总占地面积为250261m2（约合375.4亩）。整个厂区于1970年在地块上开始进行生产活动，主要生产销售碳酸氢铵，1998年征用石家庄市磷铵厂部分场地和北关村、教场庄、树林村及五里铺村部分耕地进行扩建，主要新建2#合成氨生产线；2008年拆除磷铵厂新建3#合成氨生产线，并将1#合成氨生产线合成工段、精炼工段、精馏工段停产；2018年全面停产，目前企业已拆除，仅保留一栋办公楼、多功能厅和招待所，该地块拟作为居住用地。 2020年5月10日，乐动官方网站,乐动（中国）编制完成了《河北金源化工股份有限公司化肥板块1#地块污染土壤修复技术方案》，并通过了专家评审。根据修复技术方案要求，本场地采用原地异位常温解吸技术进行修复。 2 效果评估结论本工程于2020年5月12日前完成进场施工准备，并正式开始对污染土进行修复施工，并于2020年6月10日完成现场全部污染土的修复治理工作。本次污染土壤修复工程选用的修复技术为原地异位常温解吸技术，总修复量为33080m3（实方），清理建筑垃圾1080m3，清挖放坡土8500m3，清挖非污染土22660m3。修复后土暂存于修复后土暂存区，表层填土未来将作为小区绿化用土，下层细砂将作为建筑用材或回填用土。本次修复施工全程受环境监理单位的监督，修复范围、质量及工程量满足《修复技术方案》要求。本工程环境监理单位为河北正润环境科技有限公司，修复效果评估单位为四川锦美环保股份有限公司。通过对修复施工单位提供的竣工报告、环境监理单位提供的环境监理工作报告，以及我单位修复效果评估结果，并结合现场踏勘情况，得出该修复工程修复效果评估结论如下： 1、该修复施工单位依据《河北金源化工股份有限公司化肥板块1#地块污染土壤修复技术方案》，对该场地目标污染物、修复范围土方量，依据规定的修复工艺和技术要求，完成了该场地污染土壤修复工作。 2、施工期间，通过对环境要素的识别，在水环境、大气环境、噪声环境、固体废物环境方面，施工单位开展有针对性的环保控制措施，施工过程中的环保设施健全，环保措施落实到位，二次污染防治措施有效，满足方案中规定的管理要求，有效地降低了施工过程中的环境影响。 3、修复实施过程中，环境监理单位能够依据相关法律法规和技术导则要求，开展环境监理工作，有效保障了项目实施过程中工程量的完成、安全文明施工，保障了土壤修复过程中对周边环境的影响控制。 4、依据施工方自验收检测结果，以及本单位编制的《河北金源化工股份有限公司化肥板块1#地块土壤修复效果评估报告》，修复后土壤样品中目标污染物的浓度均达到《河北金源化工股份有限公司化肥板块1#地块污染土壤修复技术方案》中提出的修复目标值，满足规划用途，地块可安全利用，建议移出《河北省建设用地土壤污染风险管控和修复名录》。 3 专家评审 2020年7月10日，受河北省生态环境厅和河北省自然资源厅委托，河北省生态环境科学研究院采用函审和视频会议形式，邀请了5位专家对《河北金源化工股份有限公司化肥板块1#地块土壤修复效果评估报告》（简称“效果评估报告”）进行技术审查。与会专家和代表审阅了报告，听取了报告编制单位的汇报，经质询与讨论，专家组一致同意通过该报告的评审。详见附件（提取码f4p7）

华北制药某兽药事业部场地环境调查

项目时间：2018年项目地点：河北省石家庄市场地面积：9085.0m2 项目简介：华北制药集团位于河北省省会石家庄市，前身为华北制药厂，华北制药厂的建成开创了我国大规模生产抗生素的历史。华北制药某兽药事业部始建于1982年，主要生产水针制剂及冻干粉剂两种类型的药品。该兽药事业部停产后拟调整为商业金融业用地，根据国家和河北省的有关规定，需开展场地环境调查。我单位在接受委托后，派专业技术人员对本场地进行了现场踏勘、场地调研、资料收集、方案制定和钻探采样等工作，并将土壤样品送至第三方检测机构进行检测分析，取得检测报告后，我单位针对本场地检测结果进行了统计和深入分析，编制完成了场地环境调查报告，并于2018年12月初通过专家评审。

云南省会泽某重金属污染土壤修复工程

项目时间：2017年项目地点：云南会泽县地块面积：9.04平方公里项目类型：农田重金属修复主要污染物：砷、镉重金属修复技术：原位钝化修复 +深翻 +生态恢复项目简介：该区域长期矿产冶炼加工过程中累积形成的重金属污染问题日趋严重，致使农田减产及撂荒，重金属防治任务紧迫形势严峻。我单位接受委托后，根据污染严重程度分区处理，采用原位钝化处理 +深翻 +生态恢复的方式进行修复。本项目历时两年，土壤中重金属污染大幅减少，完成了修复目标，目前该地块已作为轻工业园区用地使用。本修复工程完成后改善了该区域下游河流水质，消除了环境安全隐患，保障了人体健康，社会效益明显，对云南省土壤修复有着示范作用。
